Canada Temporary Foreign Worker
A Temporary Foreign Worker (TFW) is a Canadian immigration option that allows individuals who are neither Canadian citizens nor permanent residents to work in Canada in positions with labour shortages which cannot be fulfilled by Canadians. Foreign nationals who are seeking employment opportunities in Canada benefit from its stable economy, competitive wage scale, and numerous opportunities for professional development. Originally only open to live-in caregivers and agricultural workers, the program has expanded greatly and now offers a variety of high-skilled and low-skilled positions.
The work permit granted under this program will be valid for a limited period of time (maximum 1 year) and will be connected to a specific employer. Individuals seeking to work in Canada under this program must apply for a work permit from Citizenship and Immigration Canada. Work permits are associated with specific employers, so foreign workers in Canada can only legally work for the companies listed on their work permits once they arrive in Canada. All Canadian provinces and territories use this immigration stream to manage their labor shortages on a short-term basis. Work permits are issued in a timely manner to enable Canadian employers to fill the employment gap and hire highly skilled foreign nationals. Approximately 190,000 foreign workers enter Canada each year to work in jobs that address the skills shortage for Canadian employers.
Benefits of TFWP.
In Canada, there are more than 100 different ways for foreign nationals to temporarily work in the country. These pathways pertain both to the Temporary Foreign Worker Program and to the International Mobility Program.
Temporary Foreign Worker Program
Immigration, Refugees and Citizenship Canada (IRCC) and Employment and Social Development Canada (ESDC) manage the Temporary Foreign Worker Program (TFWP). In addition to allowing Canadian employers to hire internationally, the program ensures that Canadian citizens and permanent residents have first access to apply for open positions as a result of genuine labour shortages.
International Mobility Program (IMP)
IRCC administers the International Mobility Program (IMP). IMP promotes Canada's broad social, economic, and cultural policy objectives. In addition to its role in facilitating the arrival of foreign workers to meet labour market needs, the program also promotes ties between Canada and the global community by allowing foreign workers to enter Canada, as well as by facilitating things like arts, culture, sports, and religion in Canada.
Labor Market Impact Assessment (LMIA)

The purpose of a LMIA is to prove that hiring the foreign worker will have a positive or neutral impact on the Canadian labour market. Employment and Social Development Canada (ESDC) issues the LMIA as a supporting document for this program, which explains why the foreign national was hired. In addition to pointing out the skill shortage, LMIA explains that the Canadian employer is authorized to hire a qualified foreign candidate.
The LMIA is a time-consuming and expensive process. First, the employer applies for the LMIA. In case the LMIA application submitted by the Canadian employer is accepted, the foreign worker then applies for the work permit.
A work permit issued through the TFW program does not entitle an individual to permanent residency in Canada. Foreign workers are expected to return to their home country after the expiration of their work permits. However, it is possible to become a permanent resident via other immigration programs.
