Provincial Nominee Program for Entrepreneurs was created to allow others to apply. Provinces and territories are free to design their own programs based on their needs. If they do, they can independently determine their immigrant selection criteria.
These provincial business immigration programs typically require active participation in the management of a business, meaning investments must be made and jobs must be created. Some of the programs require a goodwill deposit that is refundable once the business has been established. Provincial nominee programs allow applicants to enter the country following federal health and criminality checks. Applicants apply to be nominated by a province and then acquire permanent residence based on that nomination.
