A skilled worker or tradesperson must be nominated by either an Australian state or territory government before they can apply for this visa. This point-based system visa takes into consideration highly-qualified candidates who can meet labor shortage needs in high-demand fields. Applications under this visa program are by invitation only. There is no standard processing time for this visa and each visa is assessed on a case-by-case basis.
Skilled - Nominated or Sponsored Provisional (Subclass 489) Visa
This points-based visa is for skilled workers who are nominated by a state or territory to live in a Regional or Low Population Growth Area, or sponsored by an eligible relative living in a designated area in Australia. The visa is valid for four years, and a visa holder must live and work in a specified regional area. Additionally, eligible family members can be included in the application. The Skilled Nominated or Sponsored (Provisional) Subclass 489 visa replaced both the offshore Skilled Regional Sponsored Subclass 475 visa and the onshore Subclass 487 visa in 2012-2013.
After 2 years of living and 12 months of working in a Regional or low Population Growth Area visa holders can apply for the Skilled Regional Subclass 887 visa, which grants them legal permanent residence in Australia.

The Skilled - Regional (subclass 887) visa is a second stage permanent visa with no points based requirements. The Subclass 887 visa grants full legal permanent residence to its holders. To obtain this visa, an applicant must certain requirements at the time the application is lodged. Applicants and dependents must have complied with the conditions of the their current provisional visa and the applicant must have lived for at least two years and worked full time for one year in a Specified Regional Area.
